Exempts emergency cease and desist orders from public records disclosure until they become permanent, unless confidentiality would result in substantial risk of financial loss to the public; orders expire after 1 year unless made permanent.

Exempts insurance claim negotiation records of state agencies and political subdivisions from public disclosure until all litigation and settlement of claims arising from the same incident is completed.

Exempts complaints and investigation information regarding title insurance agents from public records disclosure unless the department files a formal administrative complaint, emergency order, or consent order.

Exempts examination and investigation reports, work papers, and certain lists of regulated companies from public disclosure while examinations/investigations are ongoing; allows selective disclosure to other governmental entities and the National Association of Insurance Commissioners.

Exempts financial information submitted by title insurance agencies and insurers from public disclosure to protect proprietary business information, though aggregate combined data without identifying licensees may be disclosed; all exemptions expire October 2, 2015 unless reenacted.
