Repeals Florida Statutes sections 39.311-39.318, which authorized and governed the Family Builders Program, effectively terminating the program.

Removes references to the Family Builders Program from section 39.0121, leaving only the Intensive Crisis Counseling Program and other early intervention programs under the department's rulemaking authority.

Eliminates the Family Builders Program as an option for intensive family preservation services in section 39.301, retaining only the Intensive Crisis Counseling Program for eligible children.

Takes effect July 1, 2010.
