Adds five new hallucinogenic substances to Schedule I controlled substances: Alpha-methyltryptamine, 1-(1-Phenylcyclohexyl) pyrrolidine, 2,5-Dimethoxy-4-(n)-propylthiophenethylamine, 5-Methoxy-N,N-diisopropyltryptamine, and N-Benzylpiperazine.

Adds Dihydroetorphine to Schedule II opioid substances and adds Lisdexamfetamine and Remifentanil as controlled substances in Schedule II.

Adds Embutramide to Schedule III depressant and stimulant substances while removing language limiting Tiletamine and zolazepam to "or any salt thereof."

Adds seven new substances to Schedule IV: Zopiclone, Zaleplon, Zolpidem, Modafinil, Petrichloral, Sibutramine, and Dichloralphenazone.

Adds Pregabalin to Schedule V narcotic drugs and modifies the difenoxin dosage unit specifications for Schedule IV and Schedule V listings.

Effective date is July 1, 2010.
