Directs the Public Service Commission to establish a statewide telecommunications system providing audible universal information access service to persons who are visually impaired or unable to use print media.

Authorizes the commission to contract for administration and operation of the system and provides that one-fourth of one percent of the current monthly maintenance surcharge shall fund the system.

Adds new subsection (1)(b) to section 427.704, Florida Statutes, requiring the commission to create the audible information access system alongside existing hearing and speech impaired telecommunications relay services.

Maintains existing funding and surcharge mechanisms for telecommunications access services, with costs recovered through monthly surcharges on local exchange telecommunications company subscribers (maximum 25 cents per line per month).

Takes effect July 1, 2010.
