Authorizes the Agency for Health Care Administration to pay for hospital outpatient services provided under the direction of a licensed advanced registered nurse practitioner, in addition to licensed physicians and dentists.

Maintains the $1,500 per state fiscal year payment limit for hospital outpatient services to Medicaid recipients, unless the agency grants an exception.

Exempts Medicaid recipients under age 21 from the $1,500 annual payment limit, allowing payment based only on medical necessity.

Exempts Medicaid recipients of any age receiving care in a community-based clinic of a publicly owned hospital from the $1,500 annual payment limit, with only medical necessity as a restriction.

Takes effect July 1, 2010.
