Expands Florida Statutes § 287.084 to allow state agencies, counties, municipalities, school districts, and political subdivisions to grant preference to Florida businesses in awarding contracts for construction services, in addition to personal property purchases.

Authorizes preferential consideration equal to the preference granted by another state or political subdivision when the lowest responsive bid comes from a vendor in a jurisdiction that grants preference to its own businesses.

State preference authority supersedes local ordinances or regulations that grant preference to bidders based on maintaining a local business office, principal place of business, or payment of local taxes, assessments, or duties.

Preserves local authority to award contracts according to other applicable state laws or local ordinances not specifically overridden by this section.

Takes effect July 1, 2010; excludes transportation projects that receive federal aid funds from preference provisions.
