Removes legislative intent statement requiring General Revenue Fund appropriations for the Florida Center for Health Information and Policy Analysis and eliminates restrictions on using grants, gifts, and fees to offset appropriations.

Requires the State Consumer Health Information and Policy Advisory Council to develop the Agency for Health Care Administration's strategic plan for electronic health records adoption and use.

Creates new statute requiring the agency to coordinate with federally funded regional extension centers to increase provider readiness in implementing electronic health records and enable participation in health information exchange and electronic prescribing.

Revises electronic prescribing clearinghouse requirements to include quarterly meetings with the State Consumer Health Information and Policy Advisory Council or a workgroup on electronic prescribing implementation, and requires the agency to report implementation metrics on its website instead of to the Governor and Legislature.

Deletes the requirement that the agency annually publish a comprehensive report on state health expenditures but requires total healthcare expenditure information to be posted on the agency's website instead.
