Department of Corrections and Parole Commission must establish agreements to implement the federal ICE Rapid Removal of Eligible Parolees Accepted for Transfer (REPAT) program with goals of preventing deportable aliens from being released to the community and expediting deportation.

Control Release Authority may establish control release dates for eligible aliens after serving a minimum of 50 percent of their court-imposed sentence for transfer to federal custody for deportation purposes.

Eligible aliens must voluntarily waive all administrative and judicial appellate rights in writing and agree to cooperate with federal authorities to obtain travel documentation and facilitate removal.

Control Release Authority shall provide written notice to eligible aliens that reentering the United States requires return to state custody to complete their remaining sentence, and aliens must waive extradition rights.

Department of Corrections must compile and report statistics on the program including number of aliens transferred to federal custody, number actually removed, number who reenter the United States, and cost-avoidance achieved; effective July 1, 2010.
