Repeals sections 381.0404 (Center for Health Technologies), 381.85 (Florida Biomedical and Social Research Act), 381.912 (Cervical Cancer Elimination Task Force), and 381.92 (Florida Cancer Council).

Removes the Florida Cancer Council from the advisory council of the Florida Center for Universal Research to Eradicate Disease and replaces it with the American Cancer Society, Florida Division, Inc. as a council member.

Transfers the mission and duties of the Florida Cancer Council to the William G. "Bill" Bankhead, Jr., and David Coley Cancer Research Program, including goals for expanding cancer research capacity, improving clinical trial participation, and reducing cancer health disparities.

Authorizes up to 10 percent of appropriated funds for the Cancer Research Program to be used for administrative expenses, with 2.5 percent (not exceeding $25 million) of Health Care Trust Fund revenue transferred to the Biomedical Research Trust Fund in fiscal year 2009-2010.

Takes effect July 1, 2010.
