Redefines "family day care home" to allow care for children from at least two unrelated households and establishes specific capacity limits based on the ages of children in care, including provisions for providers with approved training certification.

Creates new category of "large family child care home" for residences with at least two full-time child care employees, requiring the home to have operated as a licensed family day care home for 2 consecutive years with a provider holding a child development associate credential for at least 1 year.

Establishes "household children" definition as children related by blood, marriage, legal adoption, or legal wardship to an adult household member who meets level 2 screening requirements.

Allows 24-hour or longer child care for children whose parents work 24-hour or longer shifts, but limits consecutive care to 72 hours per 7-day period, with authority to waive time limits during declared states of emergency.

Takes effect July 1, 2010.
