Exempts positions within the Department of Health funded by the County Health Department Trust Fund from the authorized position limitation requirements in state law.

Eliminates a temporary exception that allowed the Department of Corrections to request positions in excess of the 2009-2010 fiscal year authorization when inmate population exceeded projections by specified thresholds.

Makes minor technical corrections to statutory language, including changing "In the event" to "If" and updating grammatical constructions throughout the section.

Modifies the Chief Justice's authority regarding position management from "shall have the authority to" to "may" establish procedures for adding, deleting, and transferring positions within the judicial branch.
