Creates the Florida Research Commercialization Matching Grant Program to increase federal funding to Florida by leveraging state and private resources for technology development and commercialization.

Establishes eligibility requirements including: companies registered in Florida with primary operations in-state, small businesses that received Phase I federal Small Business Innovation Research or Technology Transfer Program awards, and projects with at least 75 percent funding from non-state sources.

Provides one-time matching grants of up to $250,000 per project with a 45-day application review period, administered by the Florida Institute for the Commercialization of Public Research with no more than 5 percent of appropriations used for administrative costs.

Amends the Institute for the Commercialization of Public Research to expand its purpose to include privately supported organizations and individuals, and requires it to administer the new matching grant program.

Appropriates $4 million in nonrecurring General Revenue Fund money to the institute for implementation during fiscal year 2010-2011.
