Expands eminent domain authority for community development districts beyond water, sewer, roads, and water management to include "any other purpose or activity authorized by law"

Grants districts explicit authority to enforce administrative rules adopted for district projects under section 190.041

Adds special powers for districts to address "any other matters and activities" authorized by the act, in addition to existing public improvements and community facilities

Clarifies that districts may adopt and enforce rules related to services provided through district systems and facilities or any powers authorized by law

Changes terminology from "police power" to "law enforcement power" regarding powers that districts cannot exercise, while maintaining their ability to contract with local governments for increased security services
