Exempts divisions, departments, posts, or chapters of veterans' service organizations with federal charters under Title 36, U.S.C. from registration requirements with the Department of Agriculture and Consumer Services.

Removes the 10 percent service-connected disability threshold for veterans to qualify as "service-disabled veterans" under the Florida Service-Disabled Veteran Business Enterprise Opportunity Act.

Adds requirement that veterans applying for residency in the Veterans' Domiciliary Home of Florida must be approved as eligible for care and treatment by the United States Department of Veterans Affairs.

Revises eligibility for admission to licensed health care facilities operated by the Department of Veterans' Affairs to require approval from the United States Department of Veterans Affairs and clarifies service requirements to reference wartime and peacetime service definitions.

Effective date is July 1, 2010.
