Establishes that chapters 97-105 govern all procedures for national, state, county, and district elections in Florida, with municipal elections governed by section 100.3605, and prohibits county or district charters from conflicting with state election laws.

Increases penalty for filing frivolous voter challenges from a first-degree misdemeanor to a third-degree felony, and allows challenged voters to execute a change of legal residence or vote a provisional ballot depending on the challenge basis.

Requires supervisors of elections to publish notices of equipment testing and ballot canvassing on their websites and send absentee ballots to uniformed services and overseas voters within 45 days before elections using multiple delivery methods.

Establishes specific meeting dates for the Elections Canvassing Commission (9 a.m. on the 9th day after primary elections and 14th day after general elections) and clarifies that the Secretary of State orders recounts in federal/state/multicounty races while county canvassing boards order recounts in other races.

Requires political committees and candidates to report credit card transaction information, allows candidates to be reimbursed for campaign loans at any time, mandates nonpartisan candidates exclude party affiliation from advertisements, and establishes reporting requirements for committees making contributions in county or municipal elections.
