Amends section 112.0801, F.S. to allow public employers (state agencies, counties, municipalities, school boards, etc.) to determine retiree health insurance premiums based on market rates rather than limiting them to active employee rates.

Requires retirees and eligible dependents to pay the full cost of continued participation in group health insurance plans, removing the option for employers to share costs.

Authorizes employers to segregate claims experience of retirees from active employees for calculating health insurance plan costs, and permits separate experience rating of Medicare-covered retirees from non-Medicare retirees and active employees.

Maintains that retirees must be offered the same health and hospitalization coverage options as active employees.

Takes effect July 1, 2010.
