Establishes a school-to-work program that may operate in school districts, Department of Juvenile Justice facilities, and charter schools, with participation limited to at-risk students based on school selection.

Creates the Florida Endowment Foundation for Florida's Graduates as a direct-support organization within the Department of Education to raise and manage funds for school-to-work transition programs.

Establishes an endowment fund with principal from legislative appropriations and private donations, with annual earnings deposited into an operating account for program distribution.

Establishes a 15-member board of directors with at least 9 members from the private sector, including representatives from secondary education, vocational education, and job-training programs, with members appointed to 3-year terms.

Requires the board to fund planning, research, job training, counseling, and public awareness programs related to school-to-work transition, and mandates annual audits and reports to the Governor and Legislature by January 1 each year.
