Establishes purchase limits for ephedrine, pseudoephedrine, and phenylpropanolamine: 3.6 grams per day, 3 packages per single transaction, and 9 grams per 30-day period

Requires purchasers to be at least 18 years old, present government-issued photo ID, and sign a record of purchase

Mandates that retailers use a Department of Law Enforcement-approved electronic recordkeeping system to monitor purchases in real time and block sales exceeding legal limits

Exempts pharmacies or retailers with sales under 72 grams per 30-day period who lack technology access, as well as licensed manufacturers, wholesalers, health care facilities, correctional facilities, and government health departments

Criminal penalties range from second-degree misdemeanor for first offense to third-degree felony for third or subsequent violations; effective date July 1, 2010, with implementation by January 1, 2011
