Authorizes City of Ft. Lauderdale to pay Angela Isham $1,235,219.25 plus 11 percent per annum postjudgment interest as compensation for the death of David Isham resulting from negligence by city police officers

David Isham died on November 15, 2001, when a suspect being chased by undercover Ft. Lauderdale police officers collided with his vehicle, causing it to flip, catch fire, and trap him inside

Jury trial in 2008 found city police officers negligent and awarded Mrs. Isham a judgment of $1,435,219.25, of which the city has only paid $200,000

Limits attorney's fees, lobbying fees, costs, and similar expenses to no more than 25 percent of the amount awarded under the act

Provides that compensation paid under this act constitutes sole compensation for all claims arising from David Isham's death
