Extends Medicaid coverage for women who were eligible for prenatal care benefits and delivered a low birth weight or premature baby, or experienced a fetal death, for a period of 2 years postpartum beginning January 1, 2011.

Requires the Agency for Health Care Administration to electronically enroll eligible women in full Medicaid benefits on the date of delivery or fetal death.

Provides eligible postpartum women access to full Medicaid benefits including primary health care and family planning services.

Authorizes the agency to seek a Medicaid state plan amendment or federal waiver approval to implement the extended postpartum coverage.
