Requires the Office of Tourism, Trade, and Economic Development to contract with the Florida Association for Volunteer Action in the Caribbean and the Americas, Inc. to provide disaster relief, healthcare, rebuilding, and sustainable development activities in Haiti

Focuses relief efforts on rural Haitian communities receiving refugees and residents displaced from disaster-stricken or impoverished areas

Volunteers must be Florida citizens with at least 5 years of experience coordinating international volunteer programs in Haiti

Authorizes grants of $1,000 to $20,000 to Florida grassroots organizations that have completed successful volunteer assignments in Haiti

Appropriates $1 million annually from General Revenue for fiscal years 2010-2011 through 2019-2020 (10 years total)

Grants continuing education credit to professionals licensed by the Department of Business and Professional Regulation for volunteer service in Haiti, up to 100% of their annual CE requirement
