Amends mitigation bank rules to include a preference for using mitigation banks consistent with federal regulations (33 C.F.R. s. 332.3(b)(2)).

Requires the Department of Environmental Protection to provide training and guidance on the uniform mitigation assessment method for determining mitigation requirements for wetlands and surface waters.

Establishes a formal determination process by rule allowing property owners and interested parties to petition for assessments of parcels for potential mitigation bank establishment, valid for up to 5 years.

Authorizes water management districts to issue formal determinations and collect fees for processing petitions without requiring separate rule adoption under chapter 120.

Allows formal determinations to be revoked if inaccurate information is submitted and permits determination requests to be combined with wetland and surface water extent determinations under section 373.421.
