Amends s. 695.27, F.S. to include s. 695.28 in the Uniform Real Property Electronic Recording Act, expanding the act's scope to address validity of recorded electronic documents.

Creates s. 695.28, F.S. to deem electronic documents submitted to and accepted for recordation by county clerks or recorders as validly recorded, even if submitted before state standards were adopted or if there are defects in compliance procedures.

Delays termination of the Electronic Recording Advisory Committee from July 1, 2010 to July 1, 2013 to allow continued consultation on electronic recording standards.

Declares the act is intended to clarify existing law and applies both prospectively and retroactively to resolve questions about the validity of previously recorded electronic documents.

Takes effect upon becoming law.
