Authorizes licensed health insurance agents and admitted insurers to solicit and sell interstate health insurance policies in Florida that are governed by laws of other states.

Requires interstate health insurance policies and applications to include a conspicuous, boldfaced 12-point notice disclosing that the policy does not comply with Florida Insurance Code provisions and may result in higher premium increases at renewal.

Exempts interstate health insurance policies from form approval, rate approval, underwriting restrictions, guaranteed availability, and coverage mandates under the Florida Insurance Code.

Subjects interstate health insurance policies to specified provisions of the Florida Insurance Code related to fraud, unfair practices, agent conduct, and certain contract provisions.

Takes effect July 1, 2010.
