Designates the bill as the "Adam Pierce Act" and finds that law enforcement, firefighting, and criminal detention employees perform vital public safety functions warranting a uniform retirement system.

Expands the definition of "special risk member" to include members who suffered a qualifying injury (loss or loss of use of at least two limbs) sustained in the line of duty, are no longer able to perform their original position, but can perform a new position, effective August 1, 2008.

Requires medical certification from two licensed physicians (one being the primary treating physician) to confirm a qualifying injury, that maximum medical improvement has been reached, and that the member cannot use artificial limbs to restore function.

Expands firefighter death benefits to include deaths occurring during training exercises and deaths resulting from unlawful and intentional acts by another person, in addition to emergency response activities.

Specifies that provisions do not grant additional employment rights beyond those provided in Florida law, the State Constitution, the Americans with Disabilities Act, or other applicable state or federal law.
