CS/CS/HB 1207 - Campaign Financing

• Establishes affiliated party committees that legislative leaders (President of Senate, Speaker of House, and minority leaders) may create to support their party's candidates, with authority to use the party's name and receive candidate assessment funds.

• Removes the $100 threshold and raises it to $5,000 for independent expenditure and electioneering communication reporting requirements, and consolidates reporting rules for electioneering communications organizations.

• Permits affiliated party committees to accept contributions and make expenditures under the same rules as political parties, including exemption from certain contribution limits and campaign finance restrictions.

• Requires affiliated party committees to file an oath or affirmation that they will not make independent expenditures or violate contribution limits in order to receive assessment fund distributions from candidates.

• Makes conforming changes throughout Florida election law to include affiliated party committees in definitions and regulations applicable to political parties and committees.
