Creates the Florida Center for World Excellence in Mathematics and Science at the University of Florida to independently review and recommend K-12 mathematics and science instructional materials beginning in the 2011-2012 school year.

Establishes advisory panels composed of at least three postsecondary mathematics/science scholars and experienced Florida public school teachers at three grade levels (K-5, 6-8, 9-12) for both mathematics and science.

Requires recommended instructional materials to provide differentiated instruction, demonstrate effectiveness in controlled studies with sample sizes of at least 1,000 students, be research-based, and align with Next Generation Sunshine State Standards.

Authorizes the Commissioner of Education to adopt materials according to a schedule developed in consultation with the center and permits adding curricula to the 2010-2011 adoption list based on center recommendations or administrative challenges.

Funds 2010-2011 activities through legislative appropriation or redirection of Department of Education funds, with subsequent funding from NSF grants, federal education research grants, private foundations, Race to the Top funds, and fees from schools for educator training.
