Allows school districts to request extensions to their educational plant survey submission deadlines from the Department of Education, with extensions granted for up to 180 days each.

Limits extensions to a maximum of four consecutive extensions per survey, with extension requests required to be submitted at least 90 days before the current deadline.

Requires extension requests to include a letter from the district superintendent citing the specific need and a formal application with supporting data, signed by all school board members and relevant department director.

Prohibits school districts from contracting for new construction projects during the extension period, except for locally bonded projects and those financed by voter-approved one-half-cent sales surtax for public school capital outlay.

Directs the State Board of Education to adopt rules implementing the extension procedures by July 1, 2010.
