Authorizes roofs on residential single-family docks in aquatic preserves if the roof does not overhang more than 1 foot beyond the boat lift and boat footprint, and exempts such roofs from square-footage calculations.

Allows the Department of Environmental Protection to adopt special criteria for approving docking facilities with 10 or fewer slips in Class II and Class III shellfish harvesting waters if construction will not result in shellfish water closures.

Directs the department to maintain a list of mitigation projects and activities for applicants to consider when meeting mitigation or public interest requirements, and authorizes counties to establish dedicated trust funds for public interest donations.

Expands online self-certification and authorization for exemptions, general permits, and individual permits, and prohibits local governments from specifying the method or form for documenting project compliance.

Clarifies that replacement or repair of existing docks and piers may use different construction materials or minor deviations to meet current structural and design standards while remaining in the same location and configuration.
