Changes terminology from "community colleges" to "Florida College System" and "state universities" to "State University System" for consistency with official higher education system names.

Reduces the continuous residency requirement for dependent children living with adult relatives (other than parents) from 5 years to 4 years prior to initial enrollment at an institution of higher education.

Requires institutions of higher education to affirmatively determine residency status at time of initial enrollment using at least two documents, with at least one from a primary list including Florida driver's license, voter registration, vehicle registration, homestead exemption, or proof of permanent home in Florida.

Adds new provision (11) allowing students classified as residents at one institution to maintain that classification when transferring to another institution without reevaluation, unless inconsistent information suggests an erroneous classification or the student's situation has changed; residency classification must be noted on transcript.

Takes effect July 1, 2010.
