Allows state attorneys to directly file charges against juveniles with prior felony or misdemeanor adjudications under discretionary direct file procedures.

Establishes specific criteria for state attorneys to use when deciding whether to file charges against eligible juveniles, including offense seriousness, child's record and history, prospects for rehabilitation, and cost-effective alternatives.

Requires state attorneys to file a written explanation with the court addressing statutory factors when directly filing charges against a juvenile.

Creates a "reverse waiver" process allowing juveniles in adult court to request a hearing to return to juvenile court if they prove by preponderance of evidence they could obtain needed services, that juvenile prosecution serves their best interests, and that juvenile sanctions would protect the community.

Eliminates the requirement for state attorneys to submit written direct-file policies and guidelines to state leadership annually.
