Requires district school boards to include in student conduct codes an explanation of student responsibilities regarding appropriate dress, respect for self and others, and the impact on orderly learning environments.

Mandates each district adopt a dress code policy prohibiting students from wearing clothing that exposes underwear or body parts in an indecent or vulgar manner, or that disrupts the learning environment during the regular school day on school grounds.

Establishes progressive disciplinary actions for dress code violations: first offense results in verbal warning and parental contact; second offense includes up to 5-day extracurricular activity suspension and parent meeting; third or subsequent offenses result in up to 3-day in-school suspension, up to 30-day extracurricular activity ban, and written parent notification.

Adds adherence to appropriate dress and other student conduct codes as a prerequisite for eligibility to participate in interscholastic extracurricular activities.

Takes effect July 1, 2010.
