Changes the board's employment authority from "appointing" to "employing" a director and allows hiring of experts, consultants, agents, and employees instead of specifying chief engineer, consulting engineer, and attorney positions.

Makes the Indian River Mosquito Control District pay for the $5,000 surety bonds required of commissioners before they assume office.

Requires commissioners to elect a treasurer from among their number and revises per diem and travel expense compensation to follow state rates under section 112.061, Florida Statutes.

Removes language stating the board's goal is "complete elimination of all species" of mosquitoes and sandflies, changing it to only "control" of these pests.

Revises purchasing authority to reference chapter 287, Florida Statutes competitive bid requirements instead of a fixed $10,000 threshold.

Authorizes the district to purchase insurance while preserving its sovereign immunity rights, and removes specific insurance coverage minimums.
