Defines "life-limiting illness" as a progressive, debilitating, late-stage, non-curable medical diagnosis that may be effectively controlled through palliative care.

Authorizes licensed hospices to provide palliative care to individuals with life-limiting illnesses who are not admitted to a hospice program, including services to the person's family.

Clarifies that the act does not prohibit other healthcare providers or facilities from providing palliative care services.

Specifies that the act does not mandate or prescribe additional Medicaid coverage; effective July 1, 2010.
