Establishes a monthly systems benefits charge of 25 cents per customer (residential, commercial, and industrial) collected by electric utilities beginning January 1, 2011, deposited into the Sustainable and Renewable Energy Policy Trust Fund.

Creates a direct-support organization for the Florida Energy Office governed by a nine-member board to fund sustainable and renewable energy projects, with priority given to solar energy rebate backlogs, innovation-to-market projects, and energy conservation for low-income housing.

Amends renewable energy purchasing requirements to base payment provisions on the utility's equivalent cost-recovery rate rather than full avoided costs for clean energy projects constructed under specified provisions.

Extends the Solar Energy System Incentives Program expiration date from June 30, 2010 to June 30, 2015, and reduces rebate amounts to $2.50 per watt for the first year, $2 per watt for years two and three, and $1.50 per watt thereafter.

Requires the direct-support organization to undergo annual financial audits and submit federal tax exemption forms to the Florida Energy Office.
