Deletes the requirement that the Governor's Task Force on Domestic Violence provide information and technical assistance to local domestic violence fatality review teams

Extends confidentiality protections to information and records acquired by domestic violence fatality review teams, making them not subject to discovery or introduction into evidence in criminal or administrative proceedings when the information arose from matters under team evaluation

Prohibits persons who attended domestic violence fatality review team meetings from testifying in criminal, civil, or administrative proceedings about records or information presented to the team, with an exception for testimony based on their independent knowledge

Maintains liability protections for team members, witnesses, and investigators acting within the scope of their functions unless they acted in bad faith or with malicious purpose

Takes effect July 1, 2010
