Creates the Northeast Florida Regional Transportation Study Commission composed of 20 members, including two citizens from each of Baker, Clay, Flagler, Nassau, and Putnam counties; four from Duval County; plus the chairs of the Jacksonville Transportation Authority (as commission chair), Northeast Florida Regional Council, and North Florida Transportation Planning Organization, and the Department of Transportation's district II secretary.

Jacksonville Transportation Authority shall staff the commission and provide funding from its existing resources and constituent counties, with the board determining the specific amount of staffing costs and funding.

Commission shall hold regular monthly meetings in central locations with at least one meeting in each county, make meeting minutes and reports publicly available, and publish reports electronically on the Jacksonville Transportation Authority's website.

Commission must submit a report to the Governor and Legislature by December 31, 2012, detailing findings and recommendations including a regional transportation elements plan, characteristics of transportation elements of regional significance, and an implementation plan.

Commission terminates upon delivery of the final report; county membership and participation does not constitute consent to inclusion in a regional transportation authority.
