Establishes the One-Stop Business Connect Workgroup chaired by the Secretary of Business and Professional Regulation, composed of representatives from six state agencies including the Department of Revenue, Department of State, and Department of Health.

Requires the workgroup to compile a complete inventory of all business licenses, certifications, and registrations required by participating agencies and analyze processes to identify duplication, waste, and unnecessary complexity.

Directs the workgroup to submit a plan to the Governor and Legislature by December 15, 2010, for establishing an online business licensing portal accessible through MyFlorida.com that provides easy access to state and local business requirements.

Intends for Florida to have an online business licensing connection operational by July 1, 2012, allowing individuals to access state requirements for starting and operating a business through a single point of entry.

Requires the plan to identify implementation costs, governance structures, accountability measures, and issues that must be addressed to enable local governments to participate in the online portal.
