Redefines "special risk member" in the Florida Retirement System to reference criteria specified in section 121.0515 rather than repeating detailed definitions.

Adds court deputies in the state courts system to the special risk class effective July 1, 2010, if their primary duties include transporting and controlling prisoners, maintaining jury care and control, and maintaining a safe courtroom environment.

Excludes administrative support personnel (clerical, accounting, purchasing, legal, and personnel staff) from special risk classification for court deputies.

Reorganizes existing special risk membership criteria into subsections (a) through (h) for law enforcement officers, firefighters, correctional officers, emergency medical technicians, paramedics, probation officers, healthcare workers, youth custody officers, and forensic workers.

Declares a legislative finding that classifying court deputies as special risk members serves an important state interest in providing fair and adequate retirement benefits for employees responsible for courtroom safety and security.
