Amends section 586.10 of Florida Statutes to clarify the Department of Agriculture and Consumer Services' powers and duties regarding honeybees and beekeeping.

Reorganizes and renumbers the department's existing authority into a more structured format while maintaining substantive powers including inspection, quarantine, rule-making, and certification of apiaries and honeybee products.

Grants the department exclusive authority to regulate beekeeping, apiaries, and apiary locations, and to handle all inquiries and complaints relating to these matters.

Effective date: July 1, 2010.
