Urges Congress to enact H.R. 422 or S. 1203 to strengthen and make permanent the federal research and development tax credit.

Notes the credit expired on December 31, 2009, marking the 14th expiration since the credit was originally enacted in 1981, and argues permanence would reduce risk to the innovation economy.

Highlights that approximately 2,400 Florida firms reported conducting R&D activities in 2005, with major claimants in manufacturing, professional/scientific/technical services, and information technology sectors.

Requires copies of the memorial be sent to the President, Senate President, House Speaker, and all members of the Florida congressional delegation.
