Removes the prohibition on county and municipality regulation of anchoring for non-live-aboard vessels that are not in navigation, outside of marked mooring field boundaries.

Eliminates the prior restriction that prevented local governments from regulating the anchoring of "vessels other than live-aboard vessels" and replaces it with a narrower restriction applying only to "non-live-aboard vessels in navigation."

Maintains local government authority to prohibit or restrict mooring and anchoring of floating structures and live-aboard vessels within their jurisdictions.

Preserves existing prohibitions on local ordinances regarding vessel safety standards, marine sanitation devices, operation on the Florida Intracoastal Waterway, personal watercraft, airboats, and engine noise regulations.

Becomes effective upon passage into law.
