Clarifies fee exemptions for students who were in Department of Children and Family Services custody at age 18 or adopted from DCFS after May 5, 1997, including fees for career-preparatory instruction.

Removes exemption for completion of college-level communication and computation skills testing program.

Changes exemption validity period from 4 years after high school graduation to remaining valid until student reaches 28 years of age.

Adds new exemption category for students in relative caregiver custody under s. 39.5085 or adopted from DCFS after May 5, 1997, valid until age 28 and including career-preparatory instruction fees.

Effective date: July 1, 2010.
