Urges Congress to encourage the EPA to work collaboratively with Florida to establish numeric nutrient criteria for the state's waters based on sound science and state-specific needs.

Notes the EPA determined Florida's phosphorus and nitrogen standards require federal intervention and plans to propose increased numeric nutrient standards for streams, canals, and lakes by January 2010 and coastal waters by January 2011.

Cites a study estimating wastewater utilities will spend $24-$51 billion in capital costs and incur $4 million to $1 billion in annual operating cost increases to comply with proposed federal standards, potentially doubling wastewater utility rates statewide.

Expresses concern that the EPA's approach may produce arbitrary standards without adequately considering Florida's existing sophisticated water quality standards program, years of scientific data, and community input developed under the Clean Water Act.

Requests the memorial be sent to the President, Congressional leadership, and all members of the Florida congressional delegation.
