Allows basin board membership to include at least one representative from each county in the basin, with one or more district governing board members designated by the district chair as voting members counted for quorum purposes.

District governing board members serving on basin boards shall serve terms commensurate with their governing board terms, and designated members shall serve as chair or co-chair of the basin board.

Permits basin boards to continue transacting official business with a quorum of remaining members if a vacancy occurs on the board.

Revises the Manasota Basin Board membership beginning July 1, 2010 to consist of two members from Manatee County, two members from Sarasota County, and one district governing board member designated by the district chair.

Exempts cooperative funding programs from chapter 120 rulemaking requirements, except that portions affecting substantial interests of a party remain subject to s. 120.569.
