Establishes the University of Florida Prostate Disease Center Prostate Cancer Task Force to replace the Prostate Cancer Advisory Committee and lead development of strategies to improve early detection and reduce prostate cancer mortality.

Expands program objectives to include promoting awareness, communicating early detection advantages, reporting research progress, minimizing health disparities, and establishing communication platforms for patients and advocates.

Requires State Surgeon General to appoint geographically and institutionally diverse task force members upon recommendation of the University of Florida Prostate Disease Center Executive Director, consisting of cancer survivors, scientists/clinicians, medical practitioners, and the Executive Director as a permanent member.

Task force members serve 4-year terms with staggered initial appointments, meet at least twice annually, and must submit annual reports to the Governor, Legislature, and State Surgeon General by January 15 beginning in 2011.

Removes requirement for program coordination with Florida Public Health Institute, Inc. and allows Department of Health and University of Florida Prostate Disease Center to work with other organizations to conduct community education activities.
