Repeals eight Florida Statutes sections (364.03, 364.035, 364.037, 364.05, 364.055, 364.14, 364.17, and 364.18) relating to rate regulation, tolls, charges, and facility maintenance for telecommunications companies.

Makes all local exchange telecommunications companies subject to price regulation under section 364.051, eliminating the previous schedule that phased in price regulation based on company size and competitive entry dates.

Removes the implementation schedule for price regulation that previously allowed small companies (fewer than 100,000 access lines) to remain under rate base and rate of return regulation until January 1, 2001, or earlier election.

Exempts competitive local exchange telecommunications companies and intrastate interexchange telecommunications companies from most rate regulation requirements, including the repealed sections and certain other regulatory standards.

Takes effect July 1, 2010.
