Designates the City of Vero Beach Electric Utility as a public utility under chapter 366, Florida Statutes, subjecting it to Florida Public Service Commission jurisdiction despite existing exemptions.

Requires the City of Vero Beach to set electric rates that are fair, just, and reasonable as determined by the Florida Public Service Commission.

Permits the city to levy a municipal utility tax on customers within city boundaries and pursue a county electric surcharge for customers outside the city if cost differentials can be justified.

Grants the Florida Public Service Commission authority to enforce the act's provisions and adopt implementing rules.
