Establishes a nine-member governing board nominating commission to recommend appointees for water management district governing boards, with members appointed by the Governor, Senate President, and House Speaker for staggered terms.

Allows district governing board members to serve as voting members on basin boards and designates them as basin board chairs or co-chairs, with the ability to conduct official business with a quorum of remaining members if vacancies occur.

Revises the Manasota Basin Board membership to include two members from Manatee County, two from Sarasota County, and one district governing board member designated by the district chair.

Exempts cooperative funding programs from chapter 120 rulemaking requirements, though portions affecting substantial interests remain subject to section 120.569.

Authorizes local governments to adopt ordinances implementing landscape irrigation restrictions from water management districts and requires districts to conduct reviews of surplus lands for potential purchase to return to county tax rolls.
