Renames the existing "family law handbook" to the "Florida Marriage Handbook" and divides it into two parts: Part A covering marriage education resources and Part B covering legal rights and responsibilities

Creates a six-member Marriage Education Committee with appointments split between the Governor (2), Senate President (2), and House Speaker (2) to develop and maintain Part A content on topics like conflict resolution, communication skills, financial management, and parenting

Requires the Marriage Education Committee to be reconstituted every 10 years to review and update Part A content, with members serving 1-year terms; committee housed within the Department of Children and Family Services for administrative purposes

Part B content on Florida family law (prenuptial agreements, child support, property rights, alimony, domestic violence, divorce procedures) remains the responsibility of The Florida Bar's Family Law Section with annual review capability

Mandates the handbook be available from circuit court clerks when applying for marriage licenses and requires a report to the Legislature every 10 years with explanations of changes and recommendations
